Recognizing the health benefits of breastfeeding, the Patient Protection and Affordable Care Act of 2010 (ACA) provides two major provisions to encourage nursing parents to achieve their breastfeeding goals: (1) reasonable break time to express milk and (2) health insurance benefits to defray the costs associated with providing breastmilk to infants, including coverage of breastfeeding education and supplies in non-grandfathered health insurance plans.

Section 4207 of the ACA requires employers … to provide reasonable break time and a private, non-bathroom space for nursing parents to express breast milk during the workday ...

”..., a woman may breastfeed her child at any location in a Federal building or on Federal property, if the woman and her child are otherwise authorized to be present at the location.” – Treasury-Postal Appropriations bill. PL 106-58, Section 647.

WV Code §61-8-9. Indecent exposure. (a) “... That it is not considered indecent exposure for a mother to breast feed a child in any location, public or private.”
